For car owners

For every car owner who does not intend to become a vehicle collector, there inevitably comes a time when it's necessary to part with an old, no longer roadworthy vehicle.

The Road Traffic Regulations (RTR) prohibit leaving a vehicle on the road for extended periods (see RTR Article 118), and unauthorized dismantling of vehicles that may result in hazardous waste is also not permitted (see Administrative Violations Code, Article 75.4).

The Law on the Management of End-of-Life Vehicles sets out the procedure by which a vehicle owner can dispose of their property (passenger or freight vehicles up to 3.5t, tricycles, and quadricycles). Furthermore, Article 6 of the law requires owners to hand over end-of-life vehicles only to a licensed processing company (see more).

Once the outdated vehicle is delivered to a scrap yard, the recycling process begins. First, it is cleaned of hazardous substances. Then it undergoes pre-shredding processing, during which all possible fluids are removed from the vehicle wreck. The shredding process results in the extraction and sorting of non-ferrous and ferrous scrap metal (so-called marketable materials), which, after proper recycling, can be reused in production. All other materials (so-called non-marketable materials) are disposed of in various ways.

On average, a vehicle contains more than a hundred different material types, and vehicle recycling remains a significant technological challenge that must be carried out in compliance with all waste management and recycling requirements. Therefore, it is crucial that vehicle disposal is performed by a professional, certified company capable of meeting all the aforementioned requirements.

Please note that only a company that has concluded an appropriate agreement with the Road Traffic Safety Directorate (CSDD) and has access to the CSDD vehicle register can officially deregister a vehicle. SIA "Auto pārstrāde" has such an agreement and access to provide vehicle deregistration services.

A vehicle liquidation certificate is issued only after the comparison of documents and the vehicle. If the vehicle has a registered legal restriction, deregistration is not possible. You can verify the presence of a restriction by calling the CSDD paid information line at 90004099.

The vehicle liquidation certificate is issued only at the moment of vehicle delivery! Issuing a certificate without handing over the vehicle is NOT POSSIBLE.

The processor deregisters:

Passenger cars intended for transporting passengers (up to eight passenger seats) and having at least four wheels;
Cargo vehicles with a total mass (up to 3.5 t) intended for cargo transportation and having at least four wheels;
Tricycles;
Quadricycles.
After vehicle deregistration, the car owner can receive the liquidation certificate in person at the vehicle processor or by email, and can also verify the fact of deregistration on e-CSDD.

Exemption from the Natural Resources Tax Payment

According to Article 7 of the Natural Resources Tax Law, a vehicle dealer may be exempt from paying the tax if they have a contract with a participant of the End-of-Life Vehicle Management System (ELVMS) — a management company.

Such a cooperation agreement provides equal conditions for all vehicle dealers. ELVMS participants are open to cooperating with both new and used vehicle dealers. The main principles of cooperation are as follows: the dealer pays a portion of the saved tax to the ELVMS operator for each vehicle registered for the first time in Latvia, and also submits a quarterly report on sold vehicles, as well as an annual summary at the beginning of each year regarding the vehicles registered in the previous year.
